secondly there should be some sentence in 2.0.3 NEWS to inform
packagers that they need to check their patches for python 2
to work.

LyX 2.0.3 still requires a python 2 interpreter, but steps have been
taken to avoid problems on systems where python 3 is the default python
interpreter. A python 2 interpreter is now automatically detected and
used; distro maintainers are encouraged to verify their patch sets.
For RELEASE-NOTES, it says:
- LyX needs to be run under Python 2 and will not work properly on
systems where Python 3 is the default binary. See bug #7030 to know how
to fix this properly, since simple sheebang conversion in *.py files
will not be enough.
