you don't change justification for a single heading, you change how all headings
of that level are justified (e.g., via the preamble).
The titlesec package provides one easy way to do this.
And it's not just TeX's way, it's the *right* way. Even in LibreOffice
and such, one ought to do this via styles, not by setting each heading
separately the way one wants it.
