Here, export of both, the russian and the ukrainean splash.lyx documents
fail with XeTeX and with LuaTeX: in three cases, there are only Latin
characters in the output while cyrillic ones are missing. In the case of
ru/splash.lyx with LuaTeX, there are errors reporting a missing font.

Besides the problems with LyX output to Xe/LuaTeX of documents using
8-bit TeX fonts, babel-russian (and most probabely also babel-ukrainean)
suffer from the problem only recently solved for babel-greek:

 Setup of the cyrillic font is made dependend on the used engine, not the
 used font. As a result, using Xe/LuaTeX in 8-bit compatibility mode fails.

I recommend a bug report to babel-russian and a note that LuaTeX/XeTeX with
non-Latin 8-bit fonts is prone to errors. I don't think we need to add
workarounds as usually Xe/LuaTeX is used with non-TeX fonts where it works
fine.
