Sure, but this is exactly what is good for them: If user settings of an
older major version exist, and if no user settings of the current major
version exist, then the old settings should be copied to the current major
version.
No, this should not be done! I explained in detail what can happen and on Windows it is rather usual
that only the admin installs programs and then we would get big troubles (see my second to last mail)
