I assume that people will not start changing strings for fun when we are in the feature freeze phase. So I expect hardly any string changes then. And when there is a serious reason for changing a string, it can probably be adjusted anyway in the translations/docs, but maybe with a little more effort.
IMO, a separate hard string freeze is not needed as long as we act reasonable.
