Some work towards implementing it has already been done for forthcoming
2.2, but I understand it is not yet complete.
Even when complete, it will likely not be able to change the main table
of contents because it has a specific code. Please open a separate
report describing your issue like you did in your message.
You could also ask other people whether there is another way than flex
insets for what you are trying to achieve.
