Since there seems still to be some confusion about this, let me just try to put it all down in the simplest form I can:
1. Anything that would ordinary have gone to master should go to
2.3-staging.
2. The rules for 2.1.x are as normal.
3. Anything that goes to 2.3-staging is also eligible, in principle, to
go to one
of the two 2.2.x-staging branches (as long as it isn't a format
change). That
is really the only difference right now. The rules for these are the
same as
the 2.1.x rules.
