This is more or less decision of release manager and his style. There was another suggestion for quite some while, which I like more. Having major release with new features in one year, but no format changes. Having major release with new features including format changes in two years. Minor releases stay fix-only. In either case we generally lack people willing to take the responsibility and do the release management in long term, i.e. almost after any major release there is optimism, how the next release will be much shorter. Then after year or two we have to seek who will actually restart the release process again. So be ready to commit yourself for some extra work if you cry for shorter release times ;) Pavel
