Change "Format" into "Formats"
The plural form seems more appropriate and the tag [[output]] is added for
disambiguation (e.g. for the French translation).

docPS->addPanel(preambleModule, N_("LaTeX Preamble"));
The string "Formats[[output]]" does not seem to be translatable. At least, it
is not added here by
our pythons scripts.
