With my patch, I think the LFUN is disabled and status shows the same as

  buffer-zoom-out -1

which is:

  Zoom level cannot be less than 10%.

But then if one is at 12,% "buffer-zoom-in -3" would keep the zoom at 
12%? That's weird.

You could keep the function enabled but improve the messages.
