A big thanks to Brian McMahon at IUCr. He was very responsive and
helpful in explaining the problem, and issued a new iucr.cls file with a
minor revision to address the problem. It is posted here:

  ftp://ftp.iucr.org/templates/latex/iucr.cls

All of our IUCr tests now pass with the new cls file.
