Revised tabarlls (minor packaging issues) are now at: http://ftp.lyx.org/pub/lyx/devel/lyx-2.3/
The changes affect only the Windows and OSX builds, so there is no need to re-do any others. (I did not bother with a new number, either, since the old ones were never released and were only up for an hour, and the binary itself will be unchanged.)
