No, if chosen during installation, the installer downloads it from https://www.lyx.org/trac/browser/dictionaries/dicts . The files are ar_SA.aff and ar_SA.dic for Arabic. If upgrading any dictionaries they need to be pushed into the repo. -- Eugene
