String and feature freeze should definitely happen before RC. After these happen we should ask for - .po translations / new layout translation review - translating new portions of manual so we can accept all changes in the next iteration. I don't care that much whether we call it RC1 or beta2, but it might be wise to offer updated .po files just after string freeze in some tarball rather than having people to reach to git(web) before RC1/2 happens.
