Here's a proposal:
1. Feature freeze 1 September.
2. Same time, package beta 2, planning to release the following weekend.
3. Once beta 2 is packaged, write the translators and let them know they
can begin work. Strings will then be frozen except for any changes
needed to fix bugs. We'll do a stricter feature freeze once the RCs start.
4. Later in September, package and release RC1. My hope would be to have
most of the translations in place by then.
5. See how things go!
