I had the impression that Riki is not using cmake to create Windows- package.
Anyway, for cmake lyx (prerelease, release, gprof) the default is
        'DefaultLyxEnableAssertions = OFF',
which results in '-DENABLE_ASSERTIONS=1' compiler option.
