You're right there isn't a Luganda team.  Well, there is now that you
volunteered.

In the source distribution you will find a directory called po/.
In there you'll find po/lyx.pot.  This file is used as the basis for
translation of everything that can be translated in LyX.  We currently
include layout files and a number of other things within the interface so
just about everything should be translatable.

The recommended procedure (I think) is to copy lyx.pot to lug.po (or
whatever 2 letter code gets allocated) and start converting.  Emacs is the
preferred editor because it has a po-mode specifically for handling these
files.
