I'm assuming for now that only EPS is used in such a wierd way,
otherwise I'll implement file(1) functionality into LyX for image
formats. 

Right now I'm looking only at a signature for EPS files which is usually
at the very start of the file and so is not too much work, and is
nothing more than what InsetFig does right now.

I believe in a (local to lyx-*) god who hears all and sees all and has
in his eternal wisdom the decision when to give or not to give
permissions.

Besides, peer-review (assuming it gets done) is not a bad thing.
