In practice, your help files give rather short help for each item, so
they can be turned into tooltips. If they were to become much longer,
then they should just be formatted and go to in the manuals. We are
not going to maintain the same information twice, methink (where the
'we' is an abstract 'we', since I did nothing in this respect).

Developpers get to decide many things actually. And you are one of
them, remember :)
