I guess not.
But I have a another idea on how to introduce "ChangeSets".
Effectively the list we have of files changed and their versions is a
ChangeSet, we only need to store them. Either in files or in a
database, then we need to create some scripts that operate on those
changesets. Basically only one such script is really needed:
changeset-diff.
Of course we do not get any dependencies between ChangeSets...
