I think that it is still used, for several reasons:
* it is easier to understand, and less complex
* it is closer to latex (actually it was derived from a latex-wise dtd)
* with the default transformation process, the output looks better than
the corresponding docbook ones
Those are the reasons I understand and not my opinion. :-)
