I guess it can. The LFUN handler simply has to ask the dialog if it wants to be shown in a read-only or in a bufferless context. I don't think a whimsical UI detail like 'what should be shown when' should dictate design decisions like 'one LFUN_DIALOG_SHOW or many of them'.
