Yes... you need almost always a parbox/minipage inside. You can
manually set the width however, which will work either though the
parbox/minipage width, or the \framebox{\makebox[...] width parameter
(which can be "special").

Yes I know, it is a bit weird paradigm, but this is the way to give
access to most LaTeX box features without a very messy UI. If there is
a better way, I haven't found it. (And yes, it is silly that fancybox
doesn't itself provide for creating a (oval/shadow/...)box at
column or text width. But that's the reality of now.)

Actually it is an *internal* minipage (i.e. the box defining the
frame, be it framebox, ovalbox etc,... or nothing, is on the outside;
parbox, minipage or nothing is on the inside.) Or am I
misunderstanding you?
