IMHO no. The problem is that these fonts may not be used in any commercial
organization. From the license at

The key sentence is "This fonts cannot be sold or distributed with any
commercial product or used in any commercial organization without
additional agreement with author." I don't see a phrase in the additional
information you sent that allows this use. The consequence is that LyX may
not be used in commercial organizations if it uses these fonts. Do we want
that? Does the existing license of LyX allows such a restriction? I think
the answer to both questions is no.
Of course I am not a lawyer, and one should ask one if this interpretation
is correct.
