OK, now I read the relevant bind files :)

In 1.3.x, we have
  \bind "~S-C-quotedbl"           "self-insert \""
whereas 1.4.0cvs says
  \bind "~S-C-quotedbl"           "quote-insert single"
  \bind "M-S-quotedbl"            "self-insert \""

Assuming that the last line could be rewritten as
  \bind "~S-M-quotedbl"            "self-insert \""
could you tell me what makes you think that typing control-quote is
less difficult than alt-quote?

I do not see the need to change an established binding.
