No, I don't know. Perhaps you could set the LANG environment variable inside the program with putenv before launching LyX? Anyway, I think that the alternative suggestion of a lyx.cmd that sets LANG and then runs LyX is more elegant and more transparent to the user. > I know this is confusing.
