You are right.
Menu displays correct diacritics in CP1250 but labels of insets (e.g. include) in ISO8859-2. Good solution is same encoding menus and text area. In Windows CP1250, other - ISO8859-2. But what with portability of documents?

More annoy bad encoding in menu and dialogs than in insets.

Problem with encoding appear just now, from 1.3.7 version.

Unicode seems good solution, but probably appear new problems.
