LyX for Windows Packaging

Hello,

I'm currently working on a package with the source code of the new 
Windows installer including the required utilities (modified versions of 
Aspell, Aiksaurus, Dvipost, DTL, Bakoma fonts etc.). This will make it a 
lot easier to compile the installer package and create a stable Windows 
version of LyX.

I think it's a good thing to upload this all to a separate directory on 
the SVN server. This means that people can checkout the branch or trunk 
to compile LyX and can checkout the "winpackage" directory if they also 
want to build a complete package with installer.

Having one code base for the installer package separated from 
branch/trunk will also make maintenance easier.

If you think this is a good idea, I can finish it during the next few 
days so everything is ready in time for the 1.4.2 release.
