The author of koma-script complained about the inclusion of his package to MikTeX. MikTeX has a different (but very user friendly) package handling in comparison to teTeX that the MikTeX people wouldn't change. Therefore MikTeX comes with a slightly older version of koma-script (because the old license of the package allows it) but not in the smallest (basic) installation.
I don't know what happend for VTeX.
