No I'm using the official Windows build that is Qt.
this is funny, i downloaded lyx-143-3-bundle.exe and
setup didnt offer me the czech language at all. how did you
managed it ?
This is a bug, we simply forgot to add this new language.
You can manually switch to czech by editing the second line of the file
file lyx.bat to:
SET LC_ALL=cs_CZ
