Sorry to hear about your problems. The first appears to be an installation failure as my templates folder is fully populated. I attach letter.lyx to get you started while you investigate the problem. The second is probably because the Document Class is not supported by LyX; the external program which converts LaTeX documents into LyX format only covers the main document classes as you can see if you open Document>Settings>Document Class and look at the LyX supported classes. This list is strictly speaking for problems with the documentation which your first query is but, if turns out to be an installation problem, it, like the second, may be better asked on the users forum though others on this list may be able to help you.
