You should try the other suggestion in the manual, which is the
so-called kbmap. Basically, put in your lyxrc something like
\kbmap true
\kbmap_primary american

and it should work. To find out which kbmaps exist, have a look at
lib/kbd. There are several who claim to be good for typing french.
