To elaborate: once I discovered \llap, I realised that I could
redefine the section counter format in the preamble:
\renewcommand*{\@seccntformat}[1]{%
\llap{\thesection\hspace{\marginparsep}}}
But of course this results in
1 Section
Blah, blah, blah
1 SubSection
More text
1 SubSubSection
Yet more text
2 Next Section
which rather defeats the purpose...
