Hmm, this textclass does not really play by standards... It may be
possible to add new tags to textclasses to make what you want
possible:
TitleStart "\begin{frontmatter}"
TitleEnd "\end{frontmatter}"
The defaults for these commands would of course be
TitleStart ""
TitleEnd "\maketitle"
Something like that is in any case needed when the title is not
obtained with \maketitle. I'll have to think a bit about it to see
whether a cleaner syntax is possible... I do not know when I'll have
time to implement that, though (but it is pretty straightforward).

This is indeed a solution, but not really easy to use as you note.
