This is IMO incorrect. One use of protected spaces is to ensure that "Figure 1"
all ends up on the same line. I use this regularly (and in fact have thought
about updating the LaTeX output routines to replace a space before a reference
with a protected space). For this reason (and no doubt others that I can't
think of off the top of my head), outputing plain spaces instead of protected
spaces is not acceptable, at least as an unchangeable default.
