Hi Andy,
read Help->Customization, especially chapter 6. It tells everything
that is needed to generate a new LyX textclass. In short: You have to
generate an apropriate layout-file for LyX using the commands described
in that chapter.
In addition, have a look at the existing layout-files in
LYX_DIR/layouts, they give a good guide.
