OK, you are right.  Let me give something people can reproduce.

I go into xfig with option -specialtext.  I draw a rectangle, and put
some words inside.  I save the figure as test.fig, and I then export as
PS/LaTeX combined to file test.pstex and test.pstext_t.

This is where I get confused.  The user guide says for option 3 at
including xfig in section 4.3.2.  It has a paragraph after the option
#3.  I assume this paragraph is at the wrong environment depth because
it seem like it belongs to option 3, even though its indenting says it
does not.

Then it says "just include the LaTeX part as described above."  This is
quite confusing.  First, "as described above" is confusing.  I assume
they mean #2.  Second, they say include the LaTeX part.  That is vague,
but I figured out they must mean the pstex_t file, not the pstex file.

So I go an include the pstex_t file using Insert/Include file, and I
click on the Input radio button and put the filename in.

When I view the output as dvi or postscript, I see the text I used in
xfig, but no box.  If I choose the radio button "Use Include" I don't
see the words or the box and I get an error, so that seems wrong.
 
The documentation is very good, but this one section really needs work. 
First, the file name extensions from xfig did not match, but this is
even more confusing.  I am doing a 400 page book on LyX, and the
documentation I read was excellent.  Just this part has me stumped.

I know I can export eps from xfig, and use it in LyX.  That is what I am
doing now.  I just thought maybe my publisher would prefer the combined
latex/ps option, and that is how I got into trouble.
