We've considered setting up something like this on www.lyx.org in the past
but everyone was to busy doing something else to make it happen.  We do
have a fairly extensive todo list already.  I'm not sure it's visible
though.

Certainly,  a wishlist with voting -- so existing wishes could be
seconded or prioritized by users -- would be a useful measure.  If it
was setup right we could perhaps use it to gather and co-ordinate new
developers or at least people who are willing to implement popular
features and then disappear again.
