Historical reasons :)

LyX originally started with Motif and then changed to XForms (about 4-5
years ago). At that time neither gtk nor qt existed and believe me you
don't want to program in Motif if you're not forced to do it :)

Now we're stuck with xforms till we finish the GUI indep stuff and then
LyX can be ported to other GUI libraries (if there are people willing
to do and support it actively!)
