There are two answers to your questions.
First, the problem installing both linuxdoc and docbook sgmltools is
a problem with the rpm implementations. It should be easy to setup both
rpm to reuse the common components.
Second, when configuring lyx looks for the sgmltools installed, that
was a strategic decision relating the docbook implementation. That is,
the present docbook layout relies on sgmltools for the dvi and ps preview.
I know, since I follow the sgmltools list, that there are at least
four different procedures available to install docbook without sgmltools.
They are associated with some of the major linux distributions: Debian,
Red Hat, Suse,...
One option here is to allow the user configuration of the docbook to dvi
process. Something like:
\docbook_dvi "sgmltools -b dvi $$FName"
What do others docbook users think?

As I have told you the problem is a package one, in no way related with
LyX. If you want to use the lyx support even without preview tools present
that can be done cheating the configuration process (Actually I do that ;)
