open file directory

Does anybody know the reasoning behind the behaviour of the File->Open dialog:

When I start lyx from the command line and the use File->Open to open a file 
the dialog always starts on my home directory not on the current directory.

Most other programs use the current directory of the parent shell as the 
default directory for file open/save operations and I would prefer that 
behaviour.
