Take a look at your "LaTeX Configuration" in the Help Menu.
Two sites for IEEEtran are listed there.

Similarly for every other document class that LyX supports.

If the details are incorrect then let me know and I'll find a new site and
send you my copy.  (I'd send it now only I'm not on the right computer to
do that)
