In fact, when you use those layouts, LaTeX just remembers them and
outputs them later in a way defined by the document class when it sees
a \maketitle command. The way it looks is defined by the document
class. If you want your title on a separate page, the solution is to
use the 'titlepage' option. Since this option is not supported
directly by LyX, you have to add 'titlepage' to the Extra Options
field of the Layout->Document popup.

The order in which you enter them is not relevant (as long as they are
consecutive and nothing appears before them).
