No, and it is not going to be %-} The reason is that \cite does not
need protect anymore since LaTeX 1995/12/01, and that this version is
considered by LaTeX gurus as a minimum requirement for portability.
So the answer, as painful as it may be is: upgrade your LaTeX.
Sorry if this answer is not really helpful, but older latex releases
are a pain.
