You should be able to do it by creating a custom textclass, as
described in Customization.lyx. What you will not be able to do,
though, is to show these lists correctly on screen (i.e. all in one
paragraph). This would be much more work.

You can create a custom textclass and make them copy it in their
~/.lyx/layouts directory. It is not possible (yet?) to put textclasses
in current directory, although I see how it could be useful.
