You can use a float to do that.
1 - Add an image float (Insert->Float->Picture float)
2 - Add the title
3 - Put the cursor on the beginning of the title and press Enter
4 - Add the first image (Insert->Figure)
5 - Press Enter and add the second image.
If you want the two images side by side, put the cursor on the right of the
upper image and press del. So, the images will be side by side.
If you want individual titles for your images, click on the Subfigure button
and enter the caption. So the title will at the top of the main title and under
the considered image.
