there is a mismatch between the languages. the blue lines appear
whenever the global setting of the language for the whole document
is changed.
look at your lyx-file and you'll see something like this


\layout Standard


\lang american
bla bla bla bla 
\layout Standard


i did the same as you described above, my first opened document
was a german one and the new one with french. and i never choosed 
american!

so i guess that there is something wrong with lyx.
