The problem was isolated to the PC display server, x-win32 from
Starnet communications. The display server was configured for
PseudoColor Mode and to Use Reserved Colors. When those configuration
options were disabled, lyx menus worked properly. This problem is
being investigated as a bug by Starnet technical support.
