It was a hard work because of many (non-LyX!) problems on my system but now
it's available and can be downloaded as usual here:

A new web pages tells all about the Win32 specific features! Because of a
new Lyx file format with Lyx 1.1.6 it is now possible to run both 1.1.5fix2
and 1.1.6 with different configurations so a smooth migration is possible
after testing it!
