menus not present, accentuated letters in menus become ?

Hi,
I still have a pentium III with redhat 7.0, I have installed the rpms
from a web site appearing in the list :

xforms-0.88-15
and
lyx-1.1.6-1

Two things are strange.
First, nothing appears in import and export menus.
Second, I use a french setting, I think, as the menus are translated,
and all the accentuated letters é,à,è become ? in the menus, in the text
these are well displayed. Maybe it isn't a lyx problem as the same
problem occurs with other applications.
